It isn’t. The water heater that runs but doesn’t provide hot water is a particular subset of faults: delivery and mixing faults, and each of them leaves fingerprints on the taps which can be read without making any opening. The suspects are listed here, as are the clues that distinguish them, and the sequence of tests that will identify yours.
Suspect One: The Tempering Valve (The Most Common Answer)
If there is a section of your plumbing that you don’t know exists, begin there. Hot water fed into bathrooms in NSW should not exceed 50°C to minimise the risk of scalding, but your tank needs to store hot water at over 50°C for reasons of Legionella control (discussed below). The tempering valve fits the bill: a little mixing gadget next to the tank that mixes cold into the hot as it leaves the tank, and gets it to the right delivery temperature safely. It’s a hero part, but it’s also a wear item, and has a lifespan of approximately 5-8 years, that no one knows about.
When a tempering valve fails, it usually fails in a way that makes the water too cold: adding extra cold water into what is supposed to be “hot” water, which drags everything down to lukewarm, or even colder, while the tank is full of hot water and the heating system operates without a hitch. The kitchen and the bathroom are often plumbed differently on many installations (older installations may have only lukewarm bathroom taps, and a kitchen tap which was not tempered), which makes a scalding capable kitchen tap and lukewarm bathroom taps stand out against the tempering valve. If you don’t have that split, “everything lukewarm, system running normally, worse than it used to be” is this valve’s signature tune. The solution is a simple valve replacement, and omitting the valve isn’t an option, it’s illegal, and it’s the anti-scald device that has been installed for every child and grandparent that has visited in history.
Suspect Two: The Crossed Connection (The Sneakiest)
Now the one that bamboozles everyone, even sometimes the tradespeople. Your hot and cold systems have been designed so that they only mix at outlets under your control. However, some failures form an unapproved connection between them, and in most systems cold water is at a higher pressure than hot, so cold water rushes back into your hot lines, and when it arrives at the taps it mixes or displaces the hot water along the way. The usual suspects: a faulty mixer tap cartridge (if there’s only one spindle on a mixer, a damaged cartridge could allow both sides to come into contact even if it’s not turned on), and, the standard one, a washing machine that has hot and cold water connected to it, but whose internal valves have become defective, allowing the two sides to mix inside the machine.
The fingerprints: hot water that promises to be hot but then cools as cold water creeps in; symptoms that dance or get worse when certain fixtures are turned on; and cold water running slightly warm at certain taps (the bridge works both ways). The test is simple and free: separate the suspects one by one. If both taps to your washing machine (and dishwasher) are off and the hot water comes good in a few hours, you’ve discovered your bridge. No luck? One by one, isolate any suspected mixers by their under-fixture valves. It’s a homeowner’s task, and hot water that comes good with the laundry taps off has done the plumber’s work for him.
Suspect Three: One Dead Element (The Half-Heater)
If it’s a large electric tank, it’s likely that it has two elements, so when one goes out of order, the other will keep the tank warm, but not up to scratch. The home experience: water that is not cold, water that runs out too soon, a system that sounds and operates normally, but half of it does. It is ruthlessly revealed in winter (due to the colder inlet water and the one element, it’s the one that you will see is rubbish for months before you call). Though it is not the same as the tempering valve, the element failure reduces the duration of the hot water, whereas a tempering valve failure leaves quantity normal and temperature incorrect. The repair is an element replacement, a same-visit, routine, licensed job.
Suspect Four: Sediment (The Heat Thief)
After several years, the mineral silt deposits in the bottom of a tank harm the element, and also cause the tank to be heated through a layer of insulating silt between the burner and the stored hot water, which reduces the actual capacity of the tank. This sounds like a system that is running but under-delivering: longer heating cycles, cooler results, faster run-out, with a soundtrack, rumbling, popping, kettling, as water boils under the sediment. When your poorly functioning tank talks, sediment is at least a co-conspirator. Suspect Five: The Settings And Small Print
Fill in the less excitable possibilities. The symptom set is the same if the thermostat is set low or turning lower, so check the dial (the target is a storage temperature of 60°C; don’t be tempted to “fix” lukewarm taps by cranking the storage temperature up, the tempering valve will limit that anyway, and the problem is likely to be with the thermostat, not with the temperature of the water). A weak burner or faulty gas control can cause partial heating, “story four” in our gas guide, on gas storage. In older tanks, the degradation of the dip tube (an internal pipe that brings cold water into the base of the tank) can allow cold to short circuit directly to the hot outlet, which can dilute the delivery, though this isn’t a regular occurrence in this lineup.
The Testing Order That Finds Your Suspect
Combine into 10 minutes of organised inquiry. One: identify the symptom, all outlets or some? Kitchen versus bathrooms? (Kitchen hot, bathrooms lukewarm: tempering valve. All other parts equally warm: element, sediment, thermostat, or valve.) Two: add the time dimension, is it a hot fade as cold intrudes (crossed connection), or is it a run out at the wrong temperature (capacity: sediment or element), or is it a steady temperature (valve or thermostat)? Three: conduct the isolation test on the washing machine and mixers, free and conclusive if it is positive. Four: listen to the heating of the tank, a talkative tank votes sediment. Five: give a professional the pattern. What you’re actually buying is a first visit that lands on the right suspect, and each one is a simple and standard fix.

I turned the thermostat up and nothing changed. Doesn’t that prove the thermostat is broken?
Not exactly, it shows that the fault is after heating. If the tank stores hot water but the water delivered is lukewarm, then the additional storage temperature change will only make a small difference, since the tempering valve will cap whatever is delivered to the bathrooms anyway. That test result actually is a plus for the valve, or the possibility of a crossed connection. (Then set the dial back in place, overheated storage equals energy loss and tank stress.)
Is lukewarm water actually a problem beyond comfort?
Yes, in one particular aspect: storage tanks have to be kept at 60°C, because Legionella bacteria can survive at lower storage temperatures. A fault that leaves the tank itself holding merely warm water is a health concern, not just a comfort and valve issue, and it needs to be fixed promptly rather than lived with.
Why does the hot tap go cold specifically when the washing machine runs?
There are two possibilities: either the machine’s fill stealing supply is annoying but not a problem (ordinary pressure competition), or the machine’s internal valves are failing (crossed-connection story). They are separated by the isolation test: if hot water is affected only when the machine is running, it’s a competition problem; if the hot water is affected when the machine is idle with the taps on, suspect the bridge.

It is not age that causes “lukewarm” water, but rather it alters the betting. If the tank is over 10 years old, you can count on sediment, and the tank has passed its prime, after 10 years the anode is already dead, and a diagnosis visit will also be a condition check, because paying for a new tempering valve on a tank with a cylinder quietly rusting through deserves an honest conversation. If it is a young system, fix it and don’t hesitate; if it is an old system, seek out the bigger picture from the plumber during their visit.
